Groundworks are the works that prepare a site’s sub-surface for construction, covering ground investigation, site clearance, excavation, foundations, drainage and the laying of underground services before any structure goes up. They are the first physical stage of most building and civil engineering projects, and they decide whether everything built on top of them stays level, dry and standing for the next 50 years.

This guide covers what groundworks actually mean in UK construction, how they differ from earthworks and landscaping, the main types of groundwork, the order the work happens in on a real site, where groundworks hand over to regulated utility connections, and the building regulations and British Standards that govern the whole lot. What are groundworks?

Groundworks are everything done below the underside of the lowest floor to turn a piece of land into a stable, serviced platform ready to build on. The Royal Institution of Chartered Surveyors treats this as the substructure: all work below the underside of the screed or lowest floor finish, including excavations, foundations, damp-proof membranes and any basement or retaining walls that hold back ground. Groundworks are where that substructure gets built.

The reason groundworks matter so much is that nearly every later defect in a building traces back to the ground. Settlement cracks, damp, blocked or collapsed drainage, a floor that won’t sit level: these almost always start with something that went wrong, or got skipped, before the first course of bricks. Get the ground right and the rest of the trade has a fighting chance. Get it wrong and you’re underpinning or digging up drains two years later at ten times the cost.

The industry reference Designing Buildings puts it plainly: groundworks refer to the work done to prepare sub-surfaces for the start of construction, set apart from demolition or site enabling works that may come first. That distinction matters on a job, because demolition and remediation are often priced and managed separately from the groundworks package itself.

What groundworks are not: earthworks and landscaping

Groundworks get confused with two neighbouring trades, and the difference is worth nailing down because it changes who you hire and what you pay for. Earthworks are the bulk movement and reshaping of soil: cut and fill, forming embankments, stripping topsoil, regrading a site to a formation level. Earthworks are often part of a groundworks package on a larger site, but on a road or rail scheme they’re a discipline in their own right.

Groundworks sit a layer deeper and a stage later than earthworks. Once the earthworks have shaped the ground, groundworks put the engineered elements into it: the foundations, the drainage runs, the service ducts, the sub-base. Earthworks move the ground. Groundworks build the structure that lives inside it.

Landscaping is the other end of the job and the source of the most common mix-up. Landscaping is the finishing work on the surface: turfing, planting, decorative paving, fencing, the look of the place once the building’s done. Some firms offer both, but groundworks are structural and below ground, landscaping is cosmetic and above it. A patio is landscaping. The drainage and sub-base under that patio are groundworks.

No two sites pull the same combination. A flat field with good gravel and a public sewer in the verge is a light groundworks job. A sloping clay plot with a high water table, contamination and a sewer 80 metres away is a heavy one, even before a wall goes up.

The order groundworks happen in on site

The sequence of groundworks matters because each stage depends on the one before it, and skipping ahead is how you end up redoing work. On a typical job the order runs roughly like this.

It starts with the ground investigation, because you can’t design a foundation until you know what’s under the topsoil. Trial pits and boreholes tell you the soil type, the bearing capacity and whether there’s contamination or groundwater to deal with. Everything downstream, the foundation type, the drainage falls, the need for ground stabilisation, is set by what comes out of that investigation.

Then comes site clearance and the strip, taking off topsoil and any soft or made ground until you reach sound bearing strata. After that the site gets set out and reduced to formation level, which is the engineered level the structure builds up from. Excavation follows, digging the foundation trenches and the drainage routes together where it makes sense, because a digger already in the ground is cheaper than mobilising it twice.

Foundations go in next, poured to the depth the ground investigation dictated. Drainage and service ducts are laid while the trenches are still open, because once the slab and surfaces close over the top, getting back down to them is expensive and disruptive. The sub-base and any ground-bearing slab go on last, giving the level, compacted platform the superstructure trades take over from. Do it in that order and each stage protects the next. Do it out of order and you’re digging through finished work.

Where groundworks meet utility connections

Groundworks and utility connections overlap, and on a lot of jobs the same contractor does both, but the line between them is a regulated one worth understanding. The groundworks crew can dig the trench, lay the duct and backfill it. The actual connection of a new water main into the public network, though, is regulated work that only an accredited contractor or the water company itself can carry out.

That accreditation is WIRS, the Water Industry Registration Scheme, and it governs who is allowed to lay and connect water mains and services that will be adopted by a water company. A groundworks contractor without WIRS can prepare the ground and lay the pipe, but the live connection and the self-lay process around it need the accreditation behind them. It’s the difference between digging the hole and being signed off to plumb a new street into Affinity Water’s network. Service routes also dictate method. An open trench across an empty plot is straightforward. Getting a pipe under an existing driveway, road or garden without digging the whole thing up calls for trenchless techniques, and the most common one on smaller utility jobs is moling, where a pneumatic mole drives a bore underground. When groundworks involve breaking into the public highway, a third layer kicks in: the reinstatement has to be put back to a national standard, not just patched. The regulations and standards that govern groundworks

Groundworks in the UK sit inside a dense framework of building regulations and British Standards, and this is the part most “what are groundworks” articles skip entirely. The headline rules are the Approved Documents to the Building Regulations, the British Standard for ground investigation, and the NHBC Standards for new homes.

Approved Document A covers structure, including the loadings on a building and the construction of its foundations. It’s the document that underwrites why a foundation has to reach sound ground and carry the load above it, and you can read the full Approved Document A on structure on gov.uk. Foundations that don’t satisfy Part A are the root of most settlement problems.

Approved Document C deals with site preparation and resistance to contaminants and moisture. It governs the clearance or treatment of unsuitable material, the handling of ground contamination, and sub-soil drainage, which is exactly the territory of the clearance and excavation stages. The current Approved Document C sets out what has to be removed or treated before you build, and why damp-proofing at ground level isn’t optional.

Approved Document H covers drainage and waste disposal: foul water, surface water and rainwater drainage, pipe sizes, manholes and inspection chambers. Almost all of Part H gets implemented during the groundworks phase, because the below-ground drainage has to be laid and inspected before the surfaces close over it. Underpinning the whole site investigation stage is BS 5930, the code of practice for ground investigations, which sets out how soil sampling and ground assessment should be done. For new homes specifically, the NHBC Standards add a further layer of good-practice requirements, and the latest set applies to every NHBC-registered home whose foundations begin on or after 1 January 2026, so it’s worth checking the current NHBC Standards if you’re building residential. Between them, these documents are why a competent groundworks contractor talks about bearing strata and falls rather than just “digging a hole”.

What a groundworks contractor actually does

A groundworks contractor is the trade that turns raw or reduced ground into a serviced, foundation-ready platform, and on the ground it’s the groundworker doing the physical work. It’s skilled work, not just labouring, because every one of those tasks has a tolerance and a standard behind it. A drainage run laid to the wrong fall won’t self-cleanse. A foundation poured too shallow for the ground won’t carry its load. A sub-base that isn’t compacted properly will settle and crack the slab above it. The good contractors read the ground investigation, set out accurately, and check levels obsessively, because the cost of fixing a groundworks mistake climbs fast once the structure’s on top of it.

On utility-led jobs the same crew often carries accreditations that a general builder won’t, the water industry registration for mains work being the obvious one, plus the street works qualifications needed to open the public highway legally. That accreditation stack is what separates a utility groundworks contractor from a general one.

How long groundworks take and what affects the cost

Groundworks timescales and costs swing wildly with the site, far more than the building above them, which is why a fixed quote is impossible without a site visit. A simple domestic foundation and drainage package on good ground might be a week or two. A commercial plot needing deep dig, piling, contamination removal and a long sewer connection can run for months.

The biggest cost drivers are the ground itself and access, not the size of the building. Poor ground forces deeper or engineered foundations, which means more excavation, more concrete and sometimes piling. A high water table means dewatering and shoring. Contamination means testing, removal and licensed disposal of the muck off site, which is one of the larger uncontrolled costs on a bad plot. Distance to the nearest sewer or water main lengthens every service run.

Access is the quiet one that catches people out. A tight London site where the muck-away lorries can’t get a full load out, or where a small machine is the only thing that fits, costs more per cubic metre than an open field where a big digger and a fleet of grab lorries can work flat out. Spoil that has to be carted away rather than reused on site adds up quickly too, because you’re paying to dig it, load it, haul it and tip it. None of this is guesswork once a contractor has stood on the plot and seen the ground investigation, which is exactly why the survey comes first.

Groundworks can dig the trenches, lay the pipes and ducts and backfill them, but connecting a new water main into the public network is regulated work that needs WIRS accreditation, the Water Industry Registration Scheme.
